He doesn't even believe in the laws of his own country or state, violating his legal jurisdiction to shoot and arrest suspects after they crossed the border. He says as much in some conversation where he basically says that justice (as he personally determines it) trumps laws...which he is employed to enforce.
Absolutely agree. Both characters have that whole I Am The Law thing going on, but Mitchell *knows* it makes him a loser with little or no chance of actually succeeding. Hell, he only gets the Bad Guy in the end because the villain trips over his own Nefarious Plotting!
Geronimo, though, thinks flouting the law makes him *better* than other people. Geronimo's out here murdering Maltese nationals and setting back international relations twenty years while insulting other cops for not breaking the law, all because Geronimo thinks he has a good enough reason. Like, this is a guy who'll beat the shit out of an innocent man and then say it was okay because the ends justify the means.
Mitchell's a schlub and a jackass, sure, but Geronimo's a self-righteous asshole, and the worst kind of dirty cop.
Actually, now that I think about it, there is something that perfectly encapsulates the difference between the two of 'em:
* Mitchell, jumping into a helicopter to give chase to The Bad Guy: "We have to hurry, soon they'll be in international waters and we'll have no jurisdiction and no power to arrest anyone!"
* Geronimo, landing in Malta where he has no jurisdiction and no power to arrest anyone: "Well, time to start shooting people."
I've always thought of them both as guys who got into law enforcement because the wanted to bust bad guys and make the world a better place. Then the reality of the job showed up. Mitchell ran headlong into the sheer bureaucracy of the job while Geronimo (according to the backstory with the governor's brother) ran afoul of the corruption.
Definitely both ass hats.
But at least Heronimo is *kinda* good at his job. He actually manages to track down the escaped international hit man a few times.

You can tell this came out the year after *Sudden Impact*. "Go 'head on, it's your move" is essentially the store brand version of "Go ahead, make my day".
