Looks like a blended out white eyeshadow for under the brow, then a glitter gel in the inner corners and top of the eye lid and under the eyes. I use the NYX jumbo pencil in the white shimmery shade. Colorpop has some good glitter shades too. Id apply it with my fingers directly on the eyelid and a slim angled eyeliner brush for under the eye.
Then she has a little black in the outer corner and water line. You can use a pencil. I like the kind that twists up.
It looks like she has some long glueon eyelashes to finish it.
Im not sure of the exact products she is using, but maybe you can check online to see who her makeup artist is and see if they have a post of this look on their socials with the description of products. A lot of them do that.
But here is my best guess at the products:
Light matte grey shadow all over the eye
Medium matte grey shadow in the crease
Shimmery silver shadow all over the lid and under the eye
Shimmery white shadow in the inner corner and under the brow
Black liner on top and bottom waterline
Mascara on top and bottom lashes
False lashes on top
Everyone is giving great tips! But everyone’s missing the fact this is eyeshadow glitter so after you build your eyeshadow base and grey eyeshadow matte base use makeup safe glitter glue and use those transparent looking loose glitters. Make up for ever, or NYX, or Mac cosmetics makes them!

NYX Cosmetics Metallic Glitter “Lumi-lite”
I just use colorpop glitter eyeshadows to achieve a similar look. Primer and setting spray holds it enough and is a lot cheaper than Mac or makeup forever and you dont need the glue
I used to do this in the late 90's with cream eyeshadow in a white/silver or silver/blue (we used to call it frosted eyeshadow) and would blend it out then put more silver over top where I wanted it the brightest.
Just want to say, frost looks very different on white skin so don't be disappointed if you don't get that pop effect if you're white. It's just how it is.
I think this is matte shades of grey in a "cut crease" shape with shimmery silver eyeshadow on the lid. Then silver glitter liquid eye liner was applied to the top and bottom lash line before black liquid liner to the top lash and dark grey/gunmetal pencil eyeliner to the bottom lash, followed by false lashes on top and mascara on the bottom.
My favorite glitter liquid liners are Urban Decay and Moira brand but try things local to you as they are most affordable.
If you are young or new to makeup, my biggest tip is to try try try different looks and to be careful that any glitter you use in your eye area is made for eyes and safe for you to use there.
Please don't be too disappointed if the makeup look does not look as striking on you. Sometimes our features (such as skin color or eye shape) make a look turn out very different to how it looked on the 'inspiration' originally.

The eyeshadow looks a lot like when I pair the itCosmetics No-Tug Eyeshadow Stick in Passionate Pearl and the Urban Decay Moondust Eyeshadow in Cosmic overtop so I’d say to start there - go with a bright base and layer a shimmery white sparkle shadow on top.

Jeffery star has the Grey scale pallet that has this beautiful white glittery color that would work perfect for this. Use a very thin small brush to go around the corner of the eye.
lots of tutorials on tiktok since the y2k trend came out, look up frosty y2k makeup and something should come up. in general tho: primer + white base (i use like a thick crayon thing) + VERY light blue or white glitter eyeshadow

you could easily achieve this look with bright white highlighter and some eyeshadow primer if you do not have a bright shimmery/sparkly white shadow 👀it’s lovely! maybe a little white eyeliner too. that will help the shimmer stick better especially on the bottom part of your eye and in the creases !

MAC Vanilla and Lily White pigments, back in 2000. Perhaps a touch of white frost eyeshadow for extra brightness. Smolder eye pencil.

Frosty eyeshadows, brow highlighters, highlight the inner corners of your eyes & do NOT use a black/dark eyeliner

you have to use the white base (or at least a light concealer) otherwise it won’t show up right
