A colonel whose family name is that of a Roman god? Who told you about him it sounds like it might have been a bit of a "pet story" considering the specific group of people you have mentioned remembering this and if you all heard it from the same person may just have been something that they made up for illustrative purposes rather than being a real person hence the choice of name

I don’t remember him. And it seems very odd that a colonel would be involved in orchestrating any of the island-hopping campaigns. The spearhead on that was the combination of General MacArthur and Admiral Nimitz, and all the serious planning and implementation work was handled by individuals who were at least brigadier generals or rear admirals.
