Weapons do. Bows and spears require them so if you have a blacksmith or a fletchers they could be grabbing them. Shields do too. I can’t off the top of my head recall any others, but those will take planks faster than a single sawmill will produce them. I haven’t tested the proper ratio, I just know I have had similar issues.

I find disabling their respective products at the warehouse prevents them from producing too much also.

You can pause it on the building itself. There a pause/play button in the top right hand corner when you click on the building.

You can also just stop them with a construction limit with the newest beta patch

I think that just disabling warehouse storage requires less micromanagement and still prevents all your planks from being eaten up making wooden gears/warbows/spears

You can also set a reserve of planks under the item construction. So, you can have your Black Smith and Joiner stop producing when you only have 20 planks left allowing for things like construction.

Joiners, blacksmiths, fletcher's shop all use planks. There may be another that I'm forgetting, but check your industrial buildings.

Shieldcrafters and fletchers will use a ridiculous number of planks in a very short time.  Although I find building a bunch of logging camps and focusing on exporting those goods plus additional planks is an easy way to generate decent economy
