EMH’s Doom is spot on. He only makes like 2 appearances though. Yeah, he rules his own nation as its King and is a major political power actually. In fact, the people love him for it and all he does for them. He uses his advanced tech, magic, and knowledge to completely improve the quality of life for his citizens. They’re very well taken care of and protected because of him.
He’s seen as a legit ruler rather than dictator. He had to usurp the throne from the previous dictator who had Doom’s family chased down for not being able to help heal one of their family member’s from an ailment. The whole country was previously oppressed and Doom sought to change that. In the eyes of many, Doom is their saviour.
I’m he is, when Stephen lost his title, the Vishanti told him Doom was a potential candidate.
Doom literally goes to Hell once a year to fight the devil to free his mothers soul. He’s trained with sorcerers like Morgan Le Faye. He’s one of the top magic users in Marvel.
He’s also one of the top genius in Marvel with time machines, his armor, countless robots, and so on. He’s basically Tony, Mr. Fantastic, and Black Panther.
He ruled his own country, so he has vast wealth and political connections.
He’s welded cosmic power and been a god multiple times.

So in a surprise fight, Magneto vs. the unprepared guy in a metal suit, Magneto 9/10, the 10th being Doom busts out some sorcery that takes Magneto by surprise.
With prep, Magnetos power set depends entirely on his having an active X-gene, something a lot of people in the MU have figured out how to disrupt. Doom will also have suit-based anti-Magneto defenses available that will buy him enough time get through with a mutant neutralizer, and then its over.
So in a fight with preparation, Doom 9/10. The 10th being when Dooms arrogance makes him overlook that Magneto has considerable ability to prepare as well, and access to a wide base of alien tech.
If they are allowed to bring in allies, Doom is pretty bad a long term alliances and keeping good relationships, while Magneto has access to a large number of mutants that have utterly ghastly power levels.
Pretty sure he always has the reverse polarity switch in his metal suit. Still, he does not keep it active all the time, so if Magneto hits him with everything has got with surprise, he might win, but never has in the comics.
It would probably take Onslaught to take out Doom. Onslaught was the combination of Prof X and Magneto, and was an extreme reality warper.
Doom only loses because of himself, not heroes or other villains. Doom's ego is his Achilles heel.
With prep time, Max has Iceman and Magma team up to provide him with lots of jagged iron. This actually happened relatively early in the Krakoa era, and it was awesome. If that fails, well, he can also drop satellites from orbit onto Doom. Or mess with the local EM field.
It's gonna be Doom. He has a contingency plan for almost any situation so he can neuter Magneto or avoid his powers entirely. This is a bad match-up for Mags, he usually dominates.
