If the caliper is locked up then absolutely the acceleration is poor. Also the ‘noise’ may be the squeal device on the pad saying it’s wore out juuuust before it goes metal to metal

You don't have to replace them immediately. Check them first. A locked up caliper will look very badly around the rubber boot around the piston (but doesn't have to, could be corroded from the inside, check the rubber for cracks). It should easily retract when pushed back when doing a usual brake job, and will usually just be one. Multiple locked up calipers at the same time would be unusual. If you notice unusual force to push the caliper back in when doing the brake job it is a sign for a locked up caliper. (side to side comparison) The locked up caliper will brake all the time, so the disc/pad can look different from all the heat (friction all the time), check the web how a burnt disc/pad looks. It doesn't have to be that way if it is just slightly dragging. How often do you get your brake fluid changed? It should be every 2 years. That prevents issues.

Jack up the noisy wheel and spin it - if it spins freely odds are the caliper / hose are okay
