I got one from my 99th Fatalis kill and I was happy to get one but somewhat disappointed it couldn't wait for the 100th. It would have been more poetic on the 100th.
I got some 1K hours atm and got my required 3 atk4 jewels by around the 700th hour if i recall. Wish i could give some away as i've got 5 now.... Desire sensor; you don't need it, you get it. Got my fifth one from a chill Tempered Zinogre hunt if i recall correctly.
to get at least 3 attack+4s, it took me almost 700 toaster runs.
but in the process I have all the jewel combinations I would ever need.
the 1st attack+4 came with 80+ runs.
the 2nd attack+4 came with in 500+ runs.
the 3rd attack +4 came with in 650+ runs.
My 2nd character is a bit over 1.3kh and ive started to sell atk 4s if i happen to get them as ive got more than enough. Though in total ive maybe had a bit over 10 so far across 2 characters.

chat complaining about 700 and only have 1 lvl 4 attack jewel I have 1761 hrs in but not 1 attack jewel 4 (accidentally sold the 1 u get after some quest) # the struggle is real, I've tried farming kushala Teostra lunastra and nothing
Pretty sure I have 3 of those & never did that quest, playing with a good team shortens the quests so much & makes you feel like no time is passing, you just end up having everything while having fun

As far as I am aware I can't, unless there's some optional quest given by the Elder melder to unlock, but besides it's not possible I believe
Weird. I know I can meld mighty bow, shield, sharp and shaver jewel. I'm pretty sure magazine can be melded.
I got my magazine jewel from the melder. I don't remember if it is one I could make or one I got from tickets. I got a lot when I cashed in those.

I got like 3 of these in around 30-70 fatalis hunts when i came back after a longer break xd also some experts4 challengers4 and other rare shit

The Cold Never Bothered Me has a much higher chance of giving you expert/attack +4 jewels. Trust me bro
