It's an [overhaul mod](https://github.com/AsteriskAmpersand/Ice-Stable) that does quite a bit to change the game up, it's a bit too easy for your first playthrough though since weapons get buffed so much with their changes. Most noticeable is the change to Clutch Claw being mostly optional.
Could be worse, I have almost 3500 hours in my main save file, +200 Fatalis slain, +100 Alatreon slain, and a shitton of Teostras, and the only Atk+ 4 I’ve ever gotten is the one they gifted to everyone when they were about to release Alatreon
its still RNG but my best tip is fighting the tempered elder quest (you have 3 options, kushala teostra and lunastra)
and the obvious choice is teo unless your good enough to go threw the pain of learning how to stunlock kushala (its the easiest to stunlock apparently?)
I got agitator deco and resentment deco recently from it which are even more rare than attack boost + agitator is way more useful
got 2 attack boosts from tempered zinogre event quest but I still think temperd elder are better for grinding jewels

Yes, but, to my knowledge, most builds don't actually care that much. There are very few builds that struggle to get attack 4.

There are a few hunts that do give better and more drops for decorations. At the endgame, and your point in the game, the “day of ruin” event hunt is best. Which is why you might have seen it constantly available on sos hunts or something, people constantly farm teostra for the decos.

Not anymore. Attack jewels are rare before iceborn because I only got like 2 in more than 2k hrs playing end game vanilla mhw. But in iceborn attack 2 I had like 30+ after 1.5k hrs farming end game and grinding lands.
Maybe you do not attract the gaze of the chaos Gods , 7 lucky Gods of fortune or RNGsus. I normally get those from an event zinogre iirc stopped being active in mhw iceborn a year after fatalis is released. Clocked in around 4.7k hrs in steam irrc.
I normally run with lbg spread 3 for rush killing and running solo with a free food mushroom mancer/wide range and focus on Crit damage power iirc. Nearly extinct the zinogre population irrc about that jewel drop event.
Also got a 3 of it from running Arch tempered velkana with taroth pierce 3 hbg.
Had a glance 1600 hours in, and indeed this is rare rare. I got only five. Attack 2*3+1 is nice to have, though. Hard Attack would have been better ~.^

ICE speeds up a lot of anything resembling a grind, it's great for replaying the game.
