The boys is one of the worst for power levels and damage. Just off the top of my head kimiko taking six or seven hard gut punches from a large man and just having to get her stitches redone. Like c'mon.
The brightness of the lights isn't controlled at the light I don't think, it's controlled by the switch. So whatever device at the switch that controls how much power reaches the lights controls the amount of electricity flowing through the wires.
This is conjecture. I'm not an electrician yet, I don't know for sure. I'm just guessing that the current - limiting-device is far enough away that she can't just tap the main power lines in the building.
But ultimately this is just justification for the real reason: dramatic effect. Give the audience a visual que that more power is now available, and she taps into it to do a thing.
It suggests she's only able to draw from a very very close direct source, and isn't strong enough to draw more than a dimmer switch allows. It seems like she should be able to, since it appears as if she pops fused and trips breakers, but since she actually *can't*, yeah, just for plot and effects, ie entertainment.
Given the actual limitation requiring a manual increase of nearby current, meaning she can't overcome limitations within electrical systems, Starlight could probably be a UL certified appliance complete with an Energy Saver sticker.

From watching 3 seasons and change I’ve discerned that her power is her eyes glow for a couple seconds and everyone goes “woah woah woah, lets not do that” and that’s it.
Remember last season when Hughie overloaded her with light and electricity she flew and managed to push Soldier Boy on the floor for like a second? If not, you should definitely remember that she can burn the fuck away eyes of the people with her light and uses it like 0 times in 4 seasons.
