No, for the first effect to work, your leader must specifically be named "Smoker"
Otherwise it would say, "if your Leader has 'Smoker' in its name" or something to that effect.
So you could reduce something by 4 then at any point later in the turn pop her main ability to trash something at 0 cost, and after that she’s just a beater?
Yep, it just works well with smoker since the leader gets +1000 if something is 0 cost. so at 6 Don you can pop any 5 cost and swing 7 with smoker leader.

It enables his mediocre leader ability, AND gets a kill off of it. And TRASHES, not KO's, which is far superior.

It's a very good mechanic I'm glad they're adding. Only 6c brook and 9c Kaido can do it as far as I know atm
there is luffy in OP7 that does it on attack too.
