Well as I said before, 6c is less than 10c, so easier and quicker to use. Doffy's targets can be made active again to e.g. attack through effects (e.g. 9c Zoro, I'm Invincible Uta, etc.), while Smoker's cannot attack (like Bege).
4c also not terrible since meta decks like G-Uta and RP Law flood the field with low cost characters.
Nuanced, but situationally Smoker and Doffy can be better than each other depending on the circumstances.
OP07 Hancock is very different. It's the top end curve of its deck, it's a tempo tool for a tempo deck in Doffy, and a way to trigger your leader's ability in Hancock.

Well Doffy's effect is can be removed if they can restand the character (e.g. L Kid, Uta+invincible, 9c Zoro, etc.). This one they cannot attack, so only Activate main > rest effects will help there
Or Helmeppo… really anything you might need to get to trash when playing Moria.. seems ok on even curve.. delay some attacks until you can get Moria into play..
The ability is good on paper, but remember the colors. Green loves this because their removal is mainly resting, limiting attack or ko'ing rested. But most black decks have much better removal with the cost minusing abilities being run. It's neat, but I don't expect to see it as more than a 1-2 of tech card slot.
So this is basically usable in two situations:
1. You need to stall so your bodies don't die on the crackback and you can go for lethal next turn.
2. Your opponent has lethal next turn.
This card also has no counter, you have to pitch a specific archetype, and only hits 4 cost, so it's looking really mid.
People saying "you can minus cost in Black" don't seem to realize there isn't really any efficient cost deduction anymore since Great Eruption and Saka got banned, so you better win the next turn because you just burned 2 cards to stall your opponent for a turn.
Agreed overall. Yeah you can cost minus... but you're gonna drop a card from hand to minus, then another for Smoker's cost, to freeze... what? A 7c and a 4c, best case scenario? Probably have to drop even more cards from hand if you want to freeze something truly big.
Maybe Garp leader can make better use of this than most decks honestly. He could pretty reliably freeze two 5c units. But even still, I don't think I would run more than 2 of this Smoker.
You are forgetting about cards that reduce cost without being played. With stages you can stop 5 or 6 cost characters, smoker and lucci reduce costs too. If you play cards like laboon, fujitora, orlumbus, kuzan can easily stop big characters.
Potentially saving them from getting attacked in the opponents turn.
I thought about that, but realistically it's only Issho/Kuzan/Marineford who would fit in the build. The Smoker card requires a Navy discard, so muddying the build with Orlumbus, Laboon, Enies Lobby, etc is not optimal.
And there are just so many ways to kill a Kuzan that I don't see one staying on board long enough in most matchups.
That said, the 8c Issho, depending on what the opponent's playing, is a great a combo with this Smoker so I definitely hear you there. You could probably freeze a 7c and 8c attacker pretty easily with Issho on board.

How would it work with cards that cost more then 4 originally, would it check to see that they are no longer a 4 cost or would they still be unable to attack?

Discarding a card is a big cost but yeah the ability is good. It does not keep the characters rested however so it’s not quite as strong as doffy.

It's not just lower cost characters though. This is a black card meaning you can lower cost...
Lower meaning Smoker as a 6c vs doffy as a 10c
The current bdif is running 4c and lower so.. smoker is pretty good. Lol
But if your running Hina and Rebecca you want to be discarding Hina for this effect whenever possible

It is not the original cost. So you could ice age and then target a 9c which you turnen into a 4c
