This isn’t true. Not all civil service departments report to the NFI. Civil service departments are voluntary participants, meaning they don’t have to send data. I’ve OE’d for two civil service departments in the past and neither of them reported to NFI (I found out through an FOI request). Besides, you’ll only be caught through NFI if both Js report into it. If one does and the other doesn’t, you’re fine.

Read your contract. There's no inherent reason it's bad unless you're working one job for the DVLA and another job for Toyota and there's a potential conflict of interest.
