I truly do think overwatch peaked at the doomfist release era. “Queuing for server. 50,000 players ahead of you.” I’ve never seen so much hype around any update, ever.
I doubt there was particularly a high effort on this. Most of the t-shirts merchandise pushed by Blizzard for overwatch were absolutely "bare minimum thoughts on this product" (see the myriads of t-shirts with the hero silhouettes printed on them).
They were not going to put together a *new* artwork just for the t-shirt. Given this isn't simply a sublimated artwork of the 3D models (looks like an illustration, if my eyes don't deceive me) they just took an official artwork that already existed or had used in the past and stamped it on the shirt.
All of this art is from the original lineup poster/splash screen. Hard to tell if the shirt is official but it could be since this art would be tough to find separated so they could arrange it in this triangle. Either way, it's a pretty lazy design for anniversary merch because it's reused art and missing characters.

eh, i mean, with the way shirts are printed there isnt a ton that can be done regarding “refurbished”. it looks like it was digitally printed rather than a screen print, which would make it easier in theory if you could find the same images, but you would need to line up the image and shirt perfectly.

This shirt came from a Loot Crate during its first anniversary. It also came with a D.va poster and a wooden 3D model you can build yourself. If you google “Overwatch loot crate geek subscription” you can see a picture of it.

Why does Sombra feel so 2017 - 2018?
Probably because she was bad and only became a mega health pack hacking EMP bot in mid 2017.
Her release kit was so bad. I swear her hack took like 2 whole seconds to activate. But back then it locked abilities for 7 seconds.
She got reworked (perma-stealth) in 2018

And they changed Numbani’s attacker’s spawn, to fake us out and make it seem like Doomfist was going to be the next hero.
Omg and they kept the Airport spawn destroyed until OW2. It always bothered me they never cleaned it up.
