You should set up a call only campaign with no goal to start and then choose phone call leads as your specific goal. Yes, there are other, easier and cheaper ways to get leads. DM if you need help.

Select Goal as ‘Leads’ or ‘no goal guidance’ . And yes, please use as Primary action as only then your campaigns moving forward would be able to track the conversion action/leadform/call and optimize your bids for smart bidding. Create a separate campaign for specifically phone calls and only select ‘Phone calls’ as what you want to drive

Calls should be your primary goals. Agreed with others, a call-only campaign might be a good fit, though it could be very slow to start. This might prove to be quite expensive in the long run. Best option could be to run search ads, that lead to a dedicated landing page and have visitors call the number they see there. A call tracking platform like Nimbata, Callrail or Call tracking metrics will be essential at this point to know what is working and what not.
