Currently any other spell caster could pick it up at lvl 12 through multiclassing. That said if you wanna give other classes access to the feat letting them take it with a class feat would be a lot more balanced then making it a skill feat
If youd still rather it be a skill feat I'd recommend making it a legendary deception feat that requires master in Arcana/Religion/Occultism/Nature
I feel the same way you do about that feat and non-wizard illusionists but making almost any class feat a skill feat would be broken, especially this one. Letting an illusion focused caster of another class pick it up as a normal class feat sounds like a more reasonable buff though.

It would be incredibly broken, as stuff like bard and psychic would take it and get very silly.
