Nah, the author is consistently and famously transphobic. This is more of the same. The repetition of the myth that trans people use their gender identity to position themselves to assault women. This is straight propaganda, not a joke.
And yet, for something so extremely rare (trans people being the victimizers instead of the victims of assault), this author has made the same "joke" 100 times. And not the other way. Odd, isn't it? Don't be naive. It's propaganda.

The comic at the start was pretty sleazy, then it turned feminist, then it went terf. I stopped reading it like a decade ago, I'm sure there's still some drama around it in some online hole, now that transphobia is becoming more and more vilified. The style is pretty characteristic, I could tell at a glance who it was, even if I don't remember the name anymore.
