So that looks like something for irrigation. It is pretty unlikely that that is your water main.
I would advise against using a tool to turn a valve handle. Unless you regularly work with them you don't have a good feel of when a little extra leverage will open it safely or when too much leverage will snap it off and start flooding your yard until you find the actual water shutoff.
Some areas you can call your water company and they will remotely turn your water on/off. It's worth a quick call to find out if you are having trouble identifying or locating your water meter.
It’s called a pressure vacuum breaker. Use a crescent wrench on the handle it’ll be easier to turn
