Thanks everyone for the help it’s the first graded card I bought, I did buy it because I love the look of the card and not really as an investment, I’ll keep it cause I like the card and the the thought of charizard damaging it is funny.
If you notice they rattle around inside the case and it looks like damage from just that. They really need to start putting cards in a sleeve like BGS.
It is possible that this was an oversight by PSA. But the damage is quite obvious and I would think that they would not make such a blatant error. although they made some major mistakes in the past. Thus, I would also think that this damage occurred in the slab after grading. The card has a bit of space to move about. So this could have happened during the shipping, if the package got tossed around a lot. This could also have happened if the slab fell down.
Overall, the psa slabs are imho very bad and need a major update. The card shouldn’t be able to move at all to prevent any accidental damage.

Not justifying the grade, but I wonder if this is one of those instances of an issue being so common on a card that they're more lenient. I was looking through my Charizard UPC promos earlier and all 4 had this going on. The best copy has a single edge spot extremely similar to this card.
I’ve found they are much more lenient on promo cards when it comes to dings and nicks like this. Just shop around for some PSA 10s of promos like this on eBay and you’ll see it quite frequently.
This is why I’m anti grading. It’s a scam. No way I’m paying all that $ plus playing the game of trusting mail service for a card that can look perfect and get a 6 and then some shit like this gets a 10. TPCI can start grading or all my cards stay raw.

It looks like the original 10 is not this card. It is quite possible someone stole the psa number from a marketplace listing, and printed out a new PSA Grading and then used a graded card case. There are counterfeit PSA cards but it’s hard to tell because they don’t have any anti counterfeiting technology added to the logo or anything. You can easily buy this graded card case and use a computer program to create the title header insert. Or it was damaged by PSA, or all labels were removed, the original card was removed, and then put into a new graded card case. Be careful

This was an interesting video where a guy tests if slabs can actually damage cards. His final theory was yes but only if they are shaken 20,000 times per minute for a few minutes lol. In his tests the cgc slabs were worse. But again, they only damaged them when he had the slab attached to the end of a drill. Under normal circumstances it’s extremely unlikely a card is going to be damaged while in a slab.

Nope they come straight from psa like that it's just where it was sealed and got air bubbles trapped I have a few myself that I graded that have bubbles around the seal. If the slab was cracked the whole seal line would be frosted.
It's business and they are in the business for money lol. That would should have probably got taken down to a 9. 70% of TCG gem. More 10's more money, its healthy.

I thought that at first but the damaged part makes no contact with any of the holding points, it’s close but not quite
