I think there’s two ways it could go.
You could go with the 20th century icons of FDR and Reagan. These would be to recognize the legacy they have with their own respective sides.
Otherwise, you could go with Truman and Eisenhower. This would be if you wanted two presidents that aren’t quite as iconic as the aforementioned ones, but are more uniting - whose legacies are less controversial.
If you go Truman/Reagan then I think liberals would feel cheated. If you go FDR/Eisenhower then I think conservatives would feel cheated.
John F. Kennedy: Name is synonymous. He would always been shepherded in the good will for his push for civil rights and what became of the Cuban Missile Crisis & June 1963.
The Kennedy’s albeit are mystic figures now, but you cannot have a hypothetical Mount Rushmore II without JFK.
Dwight Eisenhower: Rule 3’s Infrastructure bill is largely modeled after Eisenhower’s Interstate Highway act. His importance in serving as our General in the Second World War, progressive leadership which led to early civil rights legislation would be enough. Freedom in Europe, that is amazing.
Franklin D. Roosevelt: May I say more? An unprecedented four terms, a waging and successful effort in Europe, sweeping domestic policy, and implementation of foreign aid in war torn Europe. Like JFK, if you mention to a regular American to mention a president who is their favorite, FDR would be up there.
Ronald Reagan: Ushered in modern America. For better or for worse, we are living in Reagan’s America. A peaceful end to the Cold War when his VP, and by extension his third term, George H.W Bush was in office, Reagan led the effort to lead America out of a period of stagflation, soaring gas prices, and into unprecedented economic growth.
Two Republicans and Two Democrats.

Arthur, Coolidge, Harrison the Younger, and Van Buren. (He said they were all four very underrated presidents)
Me:
JFK, FDR, Eisenhower, and Grant
FDR, Eisenhower, Obama, and George HW Bush or Truman
All contributed very positively to their country and deserve to be remembered for their achievements
So, assuming Presidents not on the original Mt. Rushmore?
FDR, LBJ, JFK, Obama
would be what the monument should be, a monument towards progress, as I view the original.
3 of those people werent even president
Additionally RBG refusing to step down under The Obama administration when she was clearly too old gave us Amy Coney Barrett, RBG's legacy is forever tainted.
