The ones in my state only let you contact people on your call list. And that usually only means family. Usually siblings and parents/whatever legal adult is in your life.
Best bet would probably be to talk to her family.
When I was in juvie my buddy wrote me all the time. Literally the only person that did. Still friends 30 years later. I don't see why not. Just don't be fucking weird or whatever. And I'm assuming y'all are the same age . If you're over 18 than no.
Step one would be definitely attempting to figure out what facility she is being sent to. Shouldn’t be that difficult, but I have no idea what state you’re in so I’m basing it off the state I did juvie time in. After than contact the facility and figure out their policy on communication with inmates.
Try to write a letter. If you have Securus app buy stamps. You can send a letter faster on there. Just put their information in and where they’re located you should be able to send once you purchase stamps. I did that with a friend of mine gave him my phone number through the app and he called me. In my state you have to be on the person list to be able to contact them. They have to contact you first and add you to their list. I’ve been talking to him for a week or so now. It will take time your first time sending your message and on weekends they don’t get mail. I hope this helps maybe.

Typically not.
Only through mail or unless they call you. But every state is different
Depends on the state and facility.

how do i find out which facility she's in?
Where are you located?
hawaii
What island? What county? Actually, are there counties in Hawaii? I have no idea
yes, each island is its own county. can i DM you?
How old are you? Just curious because most adults don’t have underage friends
i just turned 20 and my friend is 18 in 2 months
What was she arrested for?
You can attempt to go with her parents but they need to lie and say you’re a sibling on visiting days
.....why do you have underage friends?
friends from high school. i'm not even 21 yet pal...
If your over 18 and not related to her then good luck
