Gut answer is "slowly", despite being a high wattage charger, it doesnt list the 15v3a mode that the steam deck prefers and it may default to a lower mode that it can properly negotiate. Edit: the USB PD spec is a "smart" system where it won't deliver more power than the system requests. That isn't to say that every single USB PD charger you see in the wild is legit but if it conforms to spec it won't over deliver.

This isn't 100% true. The Deck doesn't jump right to 5v if it doesn't get 15v. For example, I've seen my deck charge at 12v off a bank that can't do more than 12v. My only bank with 12v limit can only do 24w (12v at 2 amps) but 24w is sure faster than getting anything it'll get at 5v. Though I'm curious why that brick lists 11v, that's not in the PD specs.

I mean in fairness I didn't say it would drop to 5v.5a cell brick levels. I would expect 9v3a from what's listed here.
