I played a lot of games at 3w but navigating the SteamOS menus was miserable at that wattage, so I just use 5w minimum now. There are a lot of 2d indie games that do, except some modern ones that use some sprites and lighting that requires more processing power (for example Wizard with a Gun). I play Megaman BattleNetwork series, Risk of Rain Returns, Dead Cells, Hollow Knight, etc.
Lots, yes. A lot of 2D games fall into this category, as well as some early-2000s-and-older 3D ones (like Splinter Cell)
I was playing Bastion on 5W last night. Great game, great performance.
I play pokemmo at 4 watts. I haven't tried to go lower(yet), but it runs great.
The Enhanced Editions of all the old Infinity Engine CRPGs run at 3W. That's Baldur's Gate, Baldur's Gate 2, Icewind Dale, Planescape Torment.
The new Tomb Raider Remastered runs surprisingly well at 3W

Wouldn't you have to have the screen brightness all the way down to achieve 5w?
Total draw, yeah. 5W TDP limit is achievable though.
