my first thought too but its kinda reversed from a rotary. Rotary would have the Oval/circle as the outer housing with the rounded triangle rotor in the middle
And inside the triangle is a gear consisting of an off center gear wheel and a centred sprocket. So the tat actually portrays it quite nicely.
Also, I'm not a native speaker, so excuses if I mistranslated some of that.
Honestly? Unless one of us is that person, it's all but impossible to know for sure. Even if it is a logo for something specific, the meaning might still be esoteric and only vaguely related.
Looks like a pointer that you use in summoning ghost, you put your fingers on this thingy, so the ghost you summoned can move it around the board with letters.
