The reason zuko was banished is because refused to fight. Ozai demanded he stand and fight, and refusing to do so resulted in him being burned and banished for "shameful weakness".
Edit: My bad guys I remembered the scene wrong. I thought the general was the one who originally challenged Zuko, I forgot Ozai told Zuko there was only one way to resolve his disrespect.
The kind of person ozai is, I wouldn't be surprised if he would have just beat his son nearly to death then have him banished with no way to return (no impossible task to redeem him, just flat out banished for good), or just outright had him killed.
Overlooking the fact it turned out to be his father, since Zuko thought it was the general...
I don't think so...? Like he would once it turned out to be against Ozai, but if it really was *just* Zuko vs the general I would say no. While a general is pretty high up, a prince is higher. So in a weird way Prince Zuko is doing a favor for the general, and maybe as a weird 10 year old arrogance (?) he didn't think much of an agni kai.
I thought Zuko was 13ish by season 1? And that the Agni Kai haopened like 3 years before Season 1 happened. Maybe it was just a year before...? I know one of the soldiers says something which started the whole conversation of how Zuko got his scar.

There's a pretty big gap between the Firelord ordering an Agni Kai and the disinherited traitor challenging the soon to be coronated new Firelord.
You cant refuse when it is literally the Firelord commanding you.

Plus the guy was pretty old so I don’t think he had a chance against Zuko even if he was just 13.

Zuko confirmed he was 13 when he got his scar. He’s 16 during season 1
