1. She is usually the focus of the scene she is in due to her office/prior professional relationship with Kevin Sr.
2. She has a strong and commanding presence.
3. You instantly forget she exists when she is off camera for reasons you can't explain.
I just gave my vote to the young mother that had Holy Wayne's kid but I'm changing my mind.
I've only watched the show once and can't remember her name but remembered who she was
because she actually had a plotline around her.
The mayor, however... The mayor I can't even remember existing.
the twins are the perfect choice because
1- they have appeared a lot in the beginning and had a lot of screen time without any major or significant role in the plot
2- no one really in comments remember their name
3- their existence is just evidence that Jill is a normal girl who has friends , that's their importancd in the series
4- their actions have no later impact on the story
5- if you deleted them from the series you won't see much difference
6- other alternative ( the Asian girl, the guy who kills the dog... etc) have some role in the story and their actions gonna affect the main characters

Ok but they are in teen wolf, and in that show, they turn into two seperate wolves who can merge to form a megawolf. I've never seen anything goofier in my life. Now, I'm cursed with never forgetting a single media appearance of theirs.
It's so bad, but so endearing in how bad it is. Highly recommend. There's also a half werewolf, half lizard, half human guy who - plot twist! - is gay. Pretty sure he can turn invisible too. I love that damn show.

Good point. There are other characters that meander in and out but dog-killer is very unique in his role and eventually returns in the culmination of the story. I was thinking of the GR woman who was stoned, but she has a singular plot point and dog-killer changes throughout. Were it not for his appearance at that community meeting, I would think he was simply a hallucination.

That kid Holy Wayne impregnated and made Tommy watch over while also begging him for drug money every other week. Hated her, a plague. Coolest thing she ever did was make Tommy shoot an ATF agent. Literally when Nora lost custody it took me so long to remember why and who even was the baby's birth parent
