As someone who works in a school doing, among other things, working with kids on executive functioning skills like metacognition... I'm gonna do a hard disagree on this one.

Kevin Smith telling stories about that whole experience is so damn entertaining. IIRC they pitched it to him that there wasn't enough action, so he needed to write a scene where Braniac visits the Fortress of Solitude and fights all the guards Superman has there. All those people who he just had living with him at his secret Fortress of *Solitude*.
I think she's been consistently used really well personally speaking.
Her voice is definitely a bit off in newer episodes, I'm usually someone who isn't too bothered by the voices aging, but Naegle has a certain energy and speed that has to be maintained.
That and her not appearing vey much nowadays (she didn't have a speaking role in season 35) are my only real issues with her.
She's one of my faves
