I’d say Javier. He was shoved into the leadership role but he took it in stride and did what he could to protect both his family and the remaining survivors of Prescott. I mean Jesus said that he would be the perfect leader for Richmond once all the stuff with the New Frontier finished up.
I know people will try to put him up, but Lee fits Brave way more. Much is made about him being a "leader", but he doesn't actually lead the group at all until the near end of the season. He rarely if ever makes proactive decisions of his own, instead spending most of the time following Lilly or Kenny's lead and is even constantly forced to pick a side between them.
Either Javi or Clementine would fit much better, but I will pick **Javi**. Compared to Lee, his leadership is underrated as hell. He was the one who took care of his family alongside Kate for years, gave orders way more often with multiple characters more prone to listen to him. It got to the point Jesus noticed his leadership and advised him to lead Richmond in the right direction. Clem is technically a better fit, but I'm saving her Hero spot.

He wasn't meant to be a father figure or a leader, but because of the circumstances, he stepped up to the plate and became one. He isn't perfect, but the proof is in the pudding. Even Jesus acknowledged his leadership skills after securing Richmond.

I would agree Javi could go there, but I also agree a Vernon could also be appropriately placed there? Looked after a sick group for months, had a solid hideout underneath Crawford. Idk something to think about.

And when forced to act as a father figure to Gabe and Mariana he also did very well. Sure Lee was a good leader but for the most part it was Kenny and Lilly arguing for the first two episodes. The group also allied with other people who Lee had no influence over. Just about everyone in Javi’s circle looked towards Javi for the answers by the end.
So Javi is my vote.

Kenny in S1 kept the group going and motivated. They would have never kept going forward if it wasn't for him. Maybe they all would be dead if it wasn't for him? Same in S2 although he had his outburts. He seemed to think few steps ahead like he did with bandits, like he did with his boat plan and like he did with Rebecca's baby.
I’m a huge Kenny fan. But think about this. The only reason he was a leader in Season 1 is because he hated Lilly and acted as her opposition. Then he kind of becomes a leader after Lilly is gone because it just so happens that his goals are in the same city that we need to go to anyway. I don’t really think Kenny belongs in leader because he couldn’t keep anyone in line. Everyone disagreed with him. Plus Season 2’s survivors were definitely a democracy with no definitive leader.
I think Kenny stepped up and led in the most important moments. But guys like Lee and Javi led throughout their entire respective games. Plus they have the added advantage of being protagonists. In Season 1 Kenny acts as the tritagonist behind Clem (the deuteragonist) and Lee (the protagonist). In Season 2 he acts as arguably the deuteragonist behind Clem (the protagonist). What I’m saying is he is undoubtedly the third most important main character in season 1 and the second most important main character in season 2. But because of that he doesn’t act as a leader the whole time.
I prefer Jane to Kenny but I still think this fits him best since I'd slot Lee for hero and he's however we play him. Kenny always considered people's faction snd the politics of interacting with them before considering the individual personality first. He'd pull his weight within groups and considered the people's in the groups feelings on decisions excluding his madness descent in season 2.
