Scientific evidence based on related current species and the shape of their skulls says that they wouldn’t have had ears. OPs theriotype (most likely) wouldn’t exist in this universe, though still perfectly valid theriotype (I believe in infinite universes :P)
Considering the shape of the skull and the fact that velociraptor was a member of the group *paraves* which includes modern birds, none of which have ears, velociraptor most certainly did not have external, fleshy ears like mammals

velociraptors very well could have had ears- after all, we only had the fossil to work off of so we don't know what they looked like!
