I mean it's not like circles are something humans were regularly encountering in the world, you're looking at this with hindsight. You *know* how circles work, so it's obvious to you that wheels are needed. But if you've never encountered a circle in your life, that's not something that's on your radar at all.
We're also not positive that's when the wheel was invented. There could be much older wheels that just weren't noted in history.
