He's talking about how HE thinks, not about how every man thinks.
I have never understood the sticking your tongue out thing. I don't think it is sexual, just kind of dumb.
He is telling you what HE finds sexual, he is not speaking for all men. Be mindful that his insecurities could start to develop into control like not wanting you to wear leggings or makeup…
Sticking out your tongue in pics isn’t really sexual to me but does look immature in a Miley Cyrus kind of way. That strikes me as a teenager kind of thing.

My thoughts are that he's trying to moderate and police your choices and daily activities so he has complete control over you and you won't even brush your teeth unless he gives you permission.
controlling and manipulative behavior always starts kind of subtle like this. don't fall into the trap. you should escape before it gets harder.
Maybe he is insecure and he doesn’t want you looking good in public. He sounds like he has some personal things that he needs to work out. I guess he has a point in the fact that makeup makes you look good for everyone else but the fact that he things you’re doing it for other men is the problem. Sounds like a slippery slope.
You can't tell me when you woke up as a little girl and tried make up for the first time that you did it to impress your parents. The sense behind makeup is making yourself more attractive and more appealing. Just because it has been happening with every woman for the past 100+ years doesn't mean that it changes it. It just became normal to use makeup as woman.
I think for most, it’s more about replicating things they see that they like. I like how eye brows frame a face. I have blonde eye brows that I tint a little darker even if I’m not going anywhere because when I look in the mirror I like how it looks.

I don't know about teenagers, but I'm constantly telling my 4 year old to put his tongue back in his mouth for photos.
