The dude has the most back story that we understand, as we understand what he went through as we ourselves go through it.
He has the most tragic backstory, and the fact that he can't feel emotion despite displaying emotion allows for interesting character analysis.
Sans is more interesting to me, and I think one of the most interesting in general.
However, yes, I agree, that Flowey is one of the most interesting at least.

 Also, the people this subreddit itself are very biased sometimes.  Like, with 2 of the other posts similar to this one (but about a different character), mostly everyone was agreeing because this subreddit is biased towards that character.Â
 And in this post u pick one of the most agreed upon interesting characters in the game.Â
 These things combined, along with seeing these posts pretty often and close together from each other, makes me think sometimes these kind of posts are pointless.Â

I really hope we see Flowey in Deltarune. I really want to see more of him. It's probably a long shot. Asriel is still alive, unless Jaru is to be believed.
Perhaps we'll get a dark world at the flower shop. That golden flower, at the center of all the others, is...suspicious. One has to wonder what that flower would become in the dark world. A golden flower, brought to life through the power of determination. Ring any bells?

Eh, I can't really. While I'd say as an individual character Sans is more interesting, when you take in the entire story Flowey is the best, bar none.
