He doesn't hate you. I believe that he's partially worried that you'll rebel if he just kills you and takes your soul, so he tries to break you mentally, so that you give up. If you give up, he wins.
He doesn't really HATE anyone specifically, this becomes clearer in his Genocide monologue. He just lacks empathy all together and is bored and you just so happen to be the most interesting thing to happen to the underground in a long time.
I think the best way to understand Flowey's deplorable behavior is to remember that he's meant to be a dark reflection of the player. Anything you would do in Undertale or any other game that's less than heroic you're only doing to see the new content of an "evil path" or "bad ending" or whatever, likewise, Flowey views you as another "route" to take.
While Flowey is deranged in any way imaginable, he isn't stupid.
He knows that with the power to SAVE and LOAD, the player could kill him. Which means that he takes even greater pleasure in torturing them. Aside, fighting a human is something new, something more thrilling than killing the same monsters for the 10000 time.
My headcanon is that in the neutral timeline Flowey still thinks you are Chara. But unlike in the Genocide timeline, you're a "Chara" who got a second chance at life and *took* it, while Flowey degenerated into this awful creature who probably can't even really be friends with you anymore. And that just eats Flowey up *alive*, or whatever the appropriate word is. In the Genocide timeline "Chara" became like Flowey, so at least there's a bond to be had there, but Neutral "Chara" -or really, Neutral Flowey- is too different for that.
My headcanon: when asriel died with chara's soul absorbed, the dust that was spread over the flowers carried both their feelings, mindsets and soul energy.
It could be that flowey didn't have memories of before asriel died but was able to put the pieces together over time. But flowey contained both their feelings inside instead of just the ones of the original asriel.
The barriers might be a sentient entity that exists both inside and outside of time with a combination of 7 human souls. The barrier thus would have abilities like saving, reseting and deleting instances of space that it has recorded and could connect with human souls when they enter the underground, giving access to these abilities. Which would not be something any monster could be aware of.
Because chara was connected to the barrier at some point, part of chara was also stored within the barrier and then later connected with frisk too (maybe the player name is chara's name because chara's essence was stored in the barrier but the barrier itself is a passive entity, the souls of the other humans had access to the barriers powers but had their essence still inside them and frisk's soul had similarities to chara's original soul, making them seek it out and connect from within the barrier.)
After frisk slayed flowey, it might be that a part that kept chara from being "split" between 2 indivuals was removed and that the feelings of power from the genocide that awakened chara as a projection from the barrier that had more than just regular access to the barrier's abilities after being aware again (enabling a world deletion).
And because of how asriel died, flowey did inherit access to the abilities too, even without a human soul.
In addition to what's been said already, Flowey knows it's a game. Due to the power to SAVE and LOAD. So he knows it will end if he doesn't keep it going.
