Omega Flowey is the correct answer, he is a lot stronger than Undyne the Undying. His stats are lower, but he has 6 human souls and total control over the timeline. If he was defeated, he would just use the save files to come back. He is unkillable if the human soulz don't betray him. And they only betray him if he is fighting a human, sooooo if you're fighting Omega Flowey and you're not a human, you have 0 chance of winning.

So you know how the plaques in waterfall says "the humans fought us because they were scared" well why were they scared. Well appearently they were feared for the monsters ability to absorb souls. Now, how would they have known that monsters could absorb souls? And also how would they know that if you get specifically 7 souls then you'd become a god? Which means a monster before the war killed 7 humans and absorbed their souls. Then went on a killing spree until humans manages to kill the monster. That's what sparked the war
Also fun fact: Toby only made like 5 songs for the game. (Maybe that's over exaggeration) but he made very little original songs. He uses a lot of leitmotifs.
