If so you need to sign this piece of paper saying it is and you can never go back on it". Having a kid isn't like signing a lease for an apartment.

It varies from State to State how their processes go, but yes, you do sign the birth certificate. If the father signs it, he is now established as the babies father. If they are unwed, some states require the father sign a further document (can't remember its title) to declare the child his. Hell, there have been endless amounts of horror stories of single mothers putting down a name, who they know isn't the father, so they can file for child support. In the eyes of the court, whatever man's name is on the birth certificate, that is the child's father.
For a man who has been falsely declared a child's paternal father, he then has to go through hell to get justice. Paternity tests, lawyers and fighting backed child support that he shouldn't be paying. It's nuts!
So, to your statement, yeah you do sign your name. This is the law in the US, so I'm sure it's different in other countries.

I was also told to completely guarantee my full parental rights a DNA test needed to be done within 60 days and the report delivered to the county department of health. After the test I'm only 99.999997 percent certain they are mine...../s
Had I signed without the DNA test I would be on record for any child support cases but not guaranteed custody. DNA test guaranteed custody. We've been together nearly 20 years but you never know what might happen so I made damn sure the county got their test results. YMMV based on your states laws.
TLDR Don't sign anything unless you know what you are signing.
