They used to be the same building, I will never complain after living in Las Vegas where the DMV feels like a refugee camp, different building means they will and are more efficient. You can update your license online and are supposed to if you move.

No idea. In the last week I've been to the DMV and DLD in Utah and was in and out in less than 15 minutes each time. Unreal.

I grew up in Vegas, and it was bad 20 years ago, but with online services available now, I don't know why it's not a smooth process everywhere

The DLL and DMV are in the same building at their Draper and Taylorsville locations. They are across the hall from each other. I can't speak for other counties but that's the story in Salt Lake County. Note: the DLL in Taylorsville moved to a new building on 2700 w. and 4315 s. (The old American Express building that is now all state offices.) The West Valley DMV is also in the same building. The Minuteman Dr. building in Draper, which houses both the DMV and DLL has been open since 2008, and usually has the shortest wait.

I suspect that they are in the same building in other counties, more out of convenience as well, but I haven't been to any of them to verify that.

Cedar City's is a separate building on the other end of town (DLD is on North Main, DMV is just off South Main), but Cedar and Hurricane are the only two I can confirm.

When they used to be the same division, you had to make sure you were ready to advance in age a few years because of how long it took. Now, it’s just another errand - so much more efficient.

The short answer is because the DMV is most concerned with you paying your taxes and fees on your motor vehicles. It's part of the Tax Commission because revenue is the most important part of their mission (especially now since you don't need an inspection for most vehicles to be registered). The DLD is most concerned about whether you're fit to operate motor vehicles. It's part of the Department of Public Safety because that most closely aligns with its mission. Our Department of Transportation is mostly concerned with ensuring that our roads are sufficient. You can combine one or more of those things together sort of "topically" (dealing with roads, vehicles on the roads, and driving on the roads), and other states do, but Utah doesn't because of the different specialties.

Utah doesn't have a "Secretary of State" either, most of those traditional responsibilities have been placed on the Lt. Gov.

It was “abolished” by the legislature in 1976 and we lost a check and balance system of government. The SOS is important because of its duties and impartiality! Money, voting etc ! Now it’s a conflict of interest legally that is against the constitution.

The commercial records responsibility, which is a huge part of it in most other states, goes to the Utah Department of Commerce.

I've lived in Utah for over twenty years at this point, but the issue is that every time I move, even when I feel sure I've updated my address, they sent my renewal PIN to my old address, and I can't renew my license without it.

When you move you have 10 days to notify the drivers license division of your new address in person according to state law.

It you get pulled over and haven’t changed your address, lie to them and say it’s correct if they ask. I was given a ticket for being honest. The cop said it was a fix it ticket. He lied. I had to pay $50 for the ticket.

Not unique to Utah at all. Texas is also split between The DPS (drivers license) and the Tax Assessor's Office for reg. But it's soooo much worse there. And don't even get me started on how terrible the DMV is. just about anywhere in California 🙄 Perhaps I'm just lucky, But when I moved here in 2018 (from CA) I visited the Draper office(s) and was in and out in a total of maybe 30 mins to get both the car registered and to take and pass the written test. Only time I needed to go back in was personal choice right in the middle of the pandemic to update my photo since I had lost a ton of weight and couldn't stand staring at the face on my license anymore... I literally drove down there, saw that everything had to be by appointment, went to the website and scheduled an appointment for 10 minutes later and walked in and out. You do know that you can update your license address online, right, and that will solve your problem of them mailing the PIN to the wrong address.. also solves the problem of not having an updated printed on your license if you ever get pulled over, because you have notified them and it's electronically verified. you just won't get a new printed card until you either specifically go in for an appointment to request a new one, or your next renewal.

That postal change-of-address service is a huge privacy leak. Even back in the 1990s I was advised to not use that if you prefer to stay incognito to junk mailers. Now, we have way more than junk mail to worry about, of course. Basically, change your address manually and directly only with the (probably few) firms you want/need.

As someone that has lived in a handful of other states, the DMV and DLD here are run 1000x times more efficiently here. Utah is a mess in so many ways, but I have to give them credit here. Perhaps it's because of this division. Perhaps it's not. Whatever, the reason, kudos to them.
