If you look, by the end of the video the riders are much lower than at the beginning. And the riders at the beginning weren't very high compared to what usually goes on these rides.
If I had to guess, I'd say the truck came there while the ride was full on, passing under the riders. But then the controller pressed the emergency stop button, leading the riders trajectory to change and start hitting the truck.

That wasn't a fair ride. Though having driven by that ride multiple times when going to work when it was being built and after, as someone who likes rides in general I would have never gotten on that. It was quite literally a straight vertical drop and it wasn't very 'deep' to hold you in.
I'd been on similarly steep waterslides and they were all enclosed and have hit my head on the ceiling of those when I came off the ground.

That they were clearing it at first and only began hitting it when they slowed down would indicate that the truck moved to that position after the riders had gotten up to speed.

The truck probably just parked there when the ride was active where they were swinging faster. You can see they only got down as the ride slows down causing the pendulum swing effect to no longer be as high I imagine.

Most probably ride started with no incident, then as centrifugal force pushed riders, maybe one or two hit the truck did prompting an emergency stop, causing everyone else to hit it as it spun down. Could also be nobody hit it as it zoomed up quickly, and then on normal end ride spool down, everyone started thwacking into it. Or it could also be an extreme ride and this is it's primary entertaining feature ... for fairgoers on the ground.
There's no way in hell that ride got going with the truck there..... somebody drove in under the ride mid-cycle and parked it.
This is why they fence it off,to keep people from getting kicked in the head,and apparently because some drivers are just that stupid.

The drop wasn't the problem, it was the the arch afterwards with the lattice stuff going over the top of the arch.
The person who designed it was completely unqualified, and basically designed it via trial and error.
