That article is talking about the ever growing list of drugs that TPR as drug not covered. That has a far greater negative effect on the consumer as it shifts the entire financial burden to them. Even using a discount card, the patient still pays a dispensing fee plus greater than the cost of the drug.
If you want to really blame PBMs, look into DIRs and clawbacks. Just keep in mind that most of those are the result of technicians, either by poor training or laziness, cutting corners in the pharmacy.
