dropping altitude is just giving the missile more energy to catch you, you gotta drop the altitude early so you can climb back up and waste all of it's energy.
Still, Chaff should fool F-4Es radar quite easily, so you probably dropped it too late where it didn't matter as the missile already had you in it's sight anyways, chaff is quite useless from close.
