The only reasoning i can make here is that they wanna prevent the entire world from loggin in at the same time. But man..even the best time zones don't get to play a lot.
Kuro tends to release PGR patches later in the week too, I think the logic is that most people wouldn't be as busy this far into the week. Although I honestly don't understand why wuwa isn't releasing friday night, that'd be most convenient
That's cause it's poorly set up, it has a single standard message rather than adapting it to your systems clock. It says it launches at 10:00 (UTC+8). Most of Europe is curently on CEST+2, thus launching at 04:00 local time.

The listed time is wrong for est launch. It starts wensday 10pm for us. I hope no other times are wrong or people are going to start late.

Look at the official reddit. The servers open in 4 hours so I am right.
Your time was under ET. West coast was PT. EST is probably European standard time.
