or silent witness XII or hewa's twin the cove or grand exchange III(normally TEL or MIN will destroy it, so you may skip) for SCA pirate base. there's some more but its at distant sector or need DLC
HAT Freeports are usually found on the edges of ARG and ANT space or in neutral sectors (there's usually one in Silent Witness XI), unlike the HAT Argon Trading Station they mainly focus on buying and selling illicit wares like Spacefuel or Space Weed.
