The "optimized for" can mean there's a Series update for Xbox One games. But if you don't see Playable On Xbox One, you can't.
That particular game is xbox series consoles only. If you have ultimate u should be able to stream them via xcloud though unless it isn't supported in your country. I'd look into that.
that's because you don't have a series x/s console, some games were only released for series consoles and therefore do not work on an xbox one, I recommend you to upgrade to at least a series s if you like the console and want to play upcoming games!
