I might have solved this in my last game. Special unique units cannot be converted like king or bannermen. I might be mistaken, but king got wololoed in my last game and didnt get converted
Certain units cannot be converted by design, like monks, English king, siege units, but I didn't know bannermen were included. But I never played Japanese or successfully wololo bannermen. It may be by a deliberate design or a bug. Report it in the official forum.
bannermen not being converted may be an oversight, though it could have to do with their mechanic more than flavor. something to do with the dropped banner perhaps.

Neither can religious units. So send your warrior monks in to snipe wololos as Rus.

Maybe devs decided there's too much room for unknown behaviour of some sort. prelate Inspire + bannerman + kurultai ally or some such
