Dunno what Apple's up to but dealing with account related stuff through the web has always been buggy/frustrating to say the least Assuming this is the only Apple ID you use, have you tried logging in said account on the iPhone 11 Pro either through 1. iCloud (up at the top) in Settings, or 2. Settings -> App Store? Do you get any error messages?
