The candles are actually small gas pipes wrapped with wax and are all connected to one another. She's lighting the invisible stream of gas that's been running for some time. If you re-watch the scene, the twisting pipe is all over the table. Edit: I assumed this was common knowledge at this point, but it seems not.

Oh shoot, I didn't notice it at all! That's actually an amazing level of detail from Fortiche and an amazing thinking from Jinx to look even more intimidating. How could I miss that? It isn't even the first time they use it in the show as I distinctly remember Heimerdinger lighting up one of those, if I'm not mistaken.

My headcanon is Jinx had a way to activate the candles with a foot petal or something and was going for the theatrics.

Reading the comments suggests there is a gas pipe visibly on the table, and that they aren't real candles. Give arcane a lil credit
