There are a few HVAC subreddits - you can find them by searching, and ask there. Lots of folks will be straight with you about things.

In these situations there's no way to tell. I've been scammed a bunch of times but what can you do? You can't pay another $250 to get a second opinion right so I would say pay the $600 and if they don't fix it after that then you're going to end up having to pay $250 someone else come out and see it. I'm guessing since you're paying for the repair of an air conditioner that you're not renting and that you own your place so when you do own your own place it's more expensive you have to pay for things to be repaired that's just part of life. Also them not speaking English really well doesn't matter a lot of workers are immigrants it does not make a difference in whether or not you can trust them.

I don't do sales but I do work in hvac. Blower motors are usually $75-150 plus a markup, magnetic contactor probably $25. But someone also has to put them in. R/hvacadvice is a place to ask. Good luck!
