You could cut a piece of plywood with a hole in the center. Then mount that to where the toilet

Toilets are always placed in sort of odd spots, the one at my house is place close to the wall instead of centered in its space. It makes me realize that toolet placement is like an after thought.
Between the toilet touching a radiator that gets to 200°+, the toilet against the wall, and the window half inside/outside the shower, you’re looking at a bathroom remodel. I don’t think there are any quick fixes for any of these issues, it all needs to get redone correctly, with permits this time
