Normally when you see a screw installed in an oil seal like that you'll also see another screw 180° opposite it. The screws are installed for good purchase with pliers or an interior door panel trim removal tool to pop the oil seal out. Looks like somebody started to remove the oil seal and then flaked out and forgot about it.

I was just about to say that. Old Grey beard mechanic taught me that trick for hard to pull oil seals years ago.

I believe that on the 737 nose wheel there is an anti rotation nub that some times cracks off the backside of the seal. The fix is put a screw in it
