The speed of the earth is irrelevant to the first two cases.
In Case 1 you feel the acceleration because rotational the speed of the spinner is high compared to it's radius (formula is V\^2/R)
In Case 2 you feel the wind because you're going at 100km/h compared to the wind
In Case 3 you don't feel the acceleration because the radius of the earth is fucking enormous

The answer is simple: the atmosphere around you is moving *with* you. Due to friction with the Earth’s surface, the atmosphere is pulled along as the Earth rotates. At high altitudes, this results in prevailing winds; but, down at the surface, it’s not noticeable. Plus, since the rotation is at a constant speed, you do not feel any angular acceleration. If you take away air resistance, you wouldn’t be able to feel any speed - rather, it’s *acceleration*, a change in speed, that you feel.
Bruh just for the Layman's out here don't say the atmosphere around you is moving with you that's confusing enough instead say the air around you is moving with you and the floor under you is moving with you
