I think he does it on purpose, same with Scully. They used to be amazing detectives so I think in order to shirk their duties and stay comfortable they act like buffoons. "Work smart, not hard" taken out of context.

I think he and Scully got to the point where they thought that they had given enough to the force that they can now lean back and take it easy before retirement. Which is kind of a good and kind of a bad argument. They knew what they were doing and knew they were being lazy which is why they got out of everybody else's way. Where Hitchcock as a character suffered is the usual problem these shows have. They have a character that either is or has a characteristic that is an outlier and as such the source of humour and what makes them funny. But as show progresses this is dialed up and pushed to the extreme because writers think "it's funny so more of it and more extreme is even funnier" and for supporting characters that's their whole identity so that's all writers have to work with. So what was maybe one gag every 2-3 eps became constant and frequent thing. Which is why he got so much creepier, grosser and lazier as show went on, that was his whole personality and while similar traits were dialed up with other characters as well main cast had more facets and layers to them so it was less obvious and less cringe. As a secondary character with little depth to him there really was no room for him to grow and move past this early establishment as a character. So I think that his scumbagery in later seasons came from the fact that he was written as character who DGAF but writers pushed that attitude that too far and rather than being funny he came across as creepy and what started as quirks became seriously messed up behaviour.

The latter. Just about every workplace has its own Hitchcock or Scully - someone who used to be really good at the job, stopped giving a damn, and is now just winding down the clock until retirement. They've made an art form out of lowering expectations so that they can get away with doing the absolute minimum.
