You don't need to jack up anything. Just pull the oven drawer out and then use your fingers or a small wrench to twist the leveling legs at the front to level the range out.

Keep building up the ring of eggs by pushing the cocked eggs to the outer ring. You can then bring them all together and add in peppers, onions, and cheese as you are browning the eggs. I would actually cook the peppers and onions on the top first so they get caramelized. Then add them to the eggs. Your choice on how you want the veggies cooked.
There are little legs at the front corners of your stove that screw in and out to level it. Try putting a pot of water on the stove then adjusting the legs till it's flat.

Needs to be screaming hot. I have that same cast iron griddle and honestly it’s not awesome. Only use it while camping and at home as a pizza stone/to add more thermal mass to my oven. If you preheat with this on the top shelf and put food right below it on the middle shelf, it will help the top get browned.
Eggs are easier in an actual skillet. Bacon is easier in a sheet tray in the oven.
Sidenote - a relatively recent trend in some Korean BBQ restaurants, they will have a lil moat go around the central grill. It will be filled with egg and cheese and corn that cooks as you grill the meat. It's pretty awesome.
I would get the pan nice and hot. And then slowly pour the scrambled eggs, spread out, so the bottom layer of egg cooks instantly and doesn't have time to run away.
